Job Description

Job Title: Manager of Clinical Services

Reports To: Director of Clinical Services

Role:

Reporting to the Director of Clinical Services, the Manager of Clinical Services is a member of the management team providing leadership and direction to service delivery personnel to ensure that assigned clinical programs and support services are delivered in a timely, effective and professional manner within the approved budget. This position reports to the Director of Clinical Services.

Key Duties and Responsibilities

Clinical and Support Services Management

The Manager of Clinical Services oversees the on-going development, delivery and evaluation of assigned programs, services and initiatives; and the overall quality of services for children, youth and families.

  • Leads the development and implementation of the annual clinical services plans, specific to assigned programs.
  • Leads and supports the consistent adoption of evidence based / informed practices.
  • Leads, facilitates and/or supports the development of care plans and care pathways.
  • Monitors and reports on activities, outcomes and indicators of success.
  • Ensures that services are provided in compliance with internal and external policies, procedures, legislation, accreditation standards, and within budgetary constraints.
  • Working with the Quality and Decision Support Manager and Director of Clinical Services, puts into practice clear and measurable standards/benchmarks and performance indicators for evaluating the quality of services (efficiency, effectiveness, timeliness, satisfaction, safety)
  • Reviews and analyzes service reports and other program data (performance, statistical, financial) to evaluate services.
  • Working with the Family Engagement Facilitator, engages families in program development, program evaluation and improvement initiatives, as appropriate.
  • Assists with the development of policies/procedures to ensure clinical practices meet or exceed guidelines set by the province, the appropriate colleges, and the Centre.
  • Identifies continuous quality improvement initiatives / programs and project oversight within the portfolio and/or work alongside other Managers of Clinical Services and the Quality Decision support Manager.
  • Collaborate with the Clinical Services Pathway Coordinator to support the assignment and monitoring of caseloads when challenges arise.
  • Ensures all services are consistent with the provisions of the Child, Youth and Family Services Act, regulatory bodies, legislation, regulations, policies, Centre policies and procedures and relevant accreditation standards.

 Service Delivery

The Clinical Manager plans, organizes, coordinates and monitors the work of the teams/services

  • Implements administrative procedures or systems that support the service’s operations.
  • Coordinates, assigns and monitors caseloads, clinical activities.
  • Monitors referral patterns, wait lists and wait times; implements mitigating strategies as appropriate.
  • Assigns and transfers cases between therapists and services.
  • Manages and coordinates staff schedules.
  • Ensures that services and employees meet quality and performance standards and expectations.
  • Ensures compliance with service documentation and reporting procedures.
  • Ensures staff are trained in the Centre’s Information System (AlayaCare) and privacy.
  • Identifies and resolves program/service issues.
  • Responds to complaints and concerns raised by clients, families, community partners and others, specific to area of responsibility.
  • Approves staff work schedules, vacation requests, sick time, etc.

Organizational Leadership

Participates as a member of the Clinical Leadership Team and Centre Management Team and to achieve organizational objectives.

  • Supports the implementation and achievement of strategic and operational priorities.
  • Fosters and supports a positive organizational culture.
  • Implements effective communication mechanisms within the service; demonstrates, fosters and ensures effective communication.
  • Identifies emerging service trends, needs and challenges and provides advice and recommendations to the Director of Clinical Services.
  • Works closely with members of the Clinical Leadership Team to respond to emerging service trends, needs and challenges.
  • Implements evidence-informed best practices and initiatives.
  • Identifies and evaluates the risks to the organization's people (clients, staff, volunteers), property, finances, goodwill, and image and implements measures to control risks, in collaboration with the Clinical Leadership Team.
  • Identifies risk to the organization and works with the Director to mitigate such risk

Accreditation

 

  •  Supports the Centre’s accreditation process and implementation of accreditation standards

 

Human Resources/ Supervision

  • Responsible for hiring recommendations, orientation, performance reviews and performance management of direct reports, as per organizational policies and procedures.
  • Arranges mentorship/ training for employees.
  • Approves employee requests for professional development, leaves, vacation.
  • Performs other duties and special projects as required.
  • Recommends staffing requirements for the assigned services.
  • Adheres to human resources policies and procedures and the Collective Agreement.
  • Manages human resources issues relating to direct reports and responds as per policies, procedures, regulatory requirements and legislation.
  • Identifies human resource management issues and concerns and obtains direction from the Director, Human Resources that are specific to their portfolio.
  • In collaboration with the other Managers of Clinical Services, the Clinical Practice Facilitator and Human Resources, considers and coordinates requests for student placements; assigns supervisors, and provides support to supervising therapists, as required.
  • Works closely with the other Managers of Clinical Services and the Director, Human Resources to develop a training/professional development plan.
  • Fulfills the position responsibilities associated with the Occupational Health and Safety Act.
  • Ensures that health and safety procedures are adhered to.

External Relations and Community Liaison

  •  Establishes effective working relationships with community stakeholders to ensure integrated/seamless service delivery, and service delivery planning.
  • Acts as a liaison with community partners.
  • Represents the Centre and participates on local and provincial committees/workgroups, as assigned.
  • Participates in a provincial and national network of professionals, sharing best practices, tools and materials while participating in ongoing communication activities and capacity-building peer exchanges.

Budgeting/ Resource Management

  •  Assists the Director of Clinical Services in the development of the Clinical Services Division budget.
  • Approves purchase requests for day-to-day operational expenses, as identified within the budget, and within specified approval level.
  • Identifies the need for specific equipment and resources, and makes recommendations to the Director of Clinical Services.
  • Seeks approval from the Director of Clinical Services for items beyond approval level.

Performs other duties and special projects as required.

Qualifications and Requirements for the Position:

Education:

  •  Bachelor’s / Master’s level in a related Rehabilitation, Health or Social Services discipline
  • Current registration with the relevant regulatory College, Certification Board or Professional Association,
  • Management/ leadership education is an asset (MBA, MHA, MPA, Certificate Programs).

Knowledge/Experience:

  • Minimum three (3) years current, relevant clinical experience.
  • Minimum three (3) years progressively responsible leadership, management and/or supervisory experience.
  • Experience mentoring/ supervising new graduates and staff.
  • Strong experience with program planning, documentation and evaluation.
  • Experience managing organizational change initiatives.
  • Successful experience of community development and facilitating interagency partnerships.
  • Commitment to family-centered care and strong customer service.
  • Excellent planning, organizational and project management skills.
  • Flexible and able to adjust to changing priorities.
  • Excellent communication (oral and written including public speaking).
  • Strong interpersonal skills; ability to manage conflict.
  • Team oriented; ability to build consensus.
  • Resourceful and independent with the ability to build leadership within a team-oriented environment.

The Role

The Manager of Clinical Services at Niagara Children's Centre provides leadership and direction to service delivery personnel to ensure assigned programs and support services are delivered in a timely, effective and professional manner within the approved budget. Reporting to the Director of Clinical Services, the Manager of Clinical Services is a member of the Management Team and the Clinical Leadership Team. This role makes a significant impact and contributes to the long-term sustainability of the organization.

In reviewing organizational structure, recent growth, upcoming expansion and support for our clinical employees, we are hiring two Manager of Clinical Services positions. Each position will be responsible for a portfolio that includes various programs. For example, one portfolio will have accountability for pre-school speech and language, infant hearing intervention, and speech and language services within the school-based rehabilitation program. Another portfolio will have accountability for school-aged active rehabilitation, physical and occupation therapy within the school-base rehabilitation program, and the physical medicinal and complex care clinics. Portfolios are subject to change in order to serve our clients in the best possible way. We are excited about these opportunities!
